"Whilst the Lillekula Hotel isn't in the main city area, it is just a short bus ride away or a longish walk. If you are at the Autobussijaam (bus station) it's the number 23 bus and you would need to get off at the Koidu stop. The rooms were clean and tidy, the on suite was also clean and fairly new.
