Once the sun was up I found instructions for turning the cold water on if the power goes out, so we at least got toilets working. About 8am a security guard came to the house and said he knew the power had been out. Since the security system was down, I assume the owner had been called the night before as well. The outage was specific to this house. All that was needed to remedy...
