The staff was very on point. Super friendly and seemed to have decent English proficiency (though I lived in Tokyo for 4 years, which means I have the Japanese ability and knowledge to not find it necessary to test their skills). Though the front desk area is small, there were always at least 2 staff present and ready to help.
The building feels as though it may have previously been apartments. The rooms, while not as large as many western hotels, are much more spacious than the average tiny Japanese hotel. Lots of storage as well, so you could really unpack and feel comfortable on a longer stay. On the other hand, the bathroom was actually even smaller than usual. It also has external (outdoor) hallways), which some people may dislike; though in Japan, even in urban areas, it is quiet and safe, so there is really nothing bad about this.
The local area is not too exciting, but if you're willing to walk a little, the area around Kanda station has a great selection of restaurants and bars. The Hibiya line is also nearby, which is excellent for getting to some of the major sightseeing locations on the eastern side of Tokyo (Akihabara, 1 stop away; Ueno, 3 stops). Several other stations/lines are also walkable distance from the hotel.
For the price (which was quite low), I was extremely happy with my stay.
