Hotels.com says they have an airport shuttle. That was one of the reasons I booked. They do not have a shuttle but, the Limousine Bus stops there, so it worked. It runs every hour (20mins past the hr) to Haneda, so plan accordingly.

APA Hotel & Resort Ryogoku Ekimae Tower
It was excellent, and I am told by Japanese friends that this was the best APA hotel they have seen. Three problems: 1) The windows didn't open 2) The A/C on the room only made it cooler, not hotter. There was a dial to adjust the temperature, but the man at the front desk told me that did not work. ...
