"The hotel allows dog inside the room - I don't have a problem with this rule . The issues are: Dogs' owner brings their dogs as well as the dog breakfast ( bowl) inside the breakfast room. Dogs' owner hold the dog inside the breakfast room then hold the utensils - that all clients are using to serve their breakfast - with the same hand. The hotel should have clear sign to say " No pets allowed inside the breakfast room" . This is a big health issue that need to be rectified immediately."
