Bin had swarm of fruit flies comibg out of it

Arrived and spent 20 mins finding out where the key was and which room I was in. Went to the kitchen to put some milk in fridge and the bin was overflowing with food and cartons and a swarm of fruit flies were everywhere. It was gross, do the kitchens not get claned?
